The City of West Hollywood is making every effort to respond to community needs during the coronavirus (COVID-19) crisis. As the current surge of COVID-19 cases raises alarm throughout the region, the City is intensifying its health and safety efforts.
At its regular meeting on Monday, December 21, 2020, the City Council of the City of West Hollywood unanimously approved an Urgency Ordinance requiring grocery stores to post a dedicated person at entrances to enforce public health requirements applicable to grocery store operations during the COVID-19 pandemic. Urgency Ordinance 20-1129U takes effect immediately and aims to ensure that grocery stores within the City of West Hollywood enforce relevant public health requirements such as face coverings, social distancing, and occupancy limits during all hours of operation. The Ordinance will remain in effect until the City's local state of emergency or the State's declaration of statewide emergency is lifted, whichever date is later.
In maintaining and enforcing public health protocols, the City of West Hollywood follows lead agencies at the County and State level: the Los Angeles County Department of Public Health (Public Health) and the California Department of Public Health (CDPH).
At this time, a State of California Regional Stay at Home Order has been activated for the Southern California region and the Los Angeles County Department of Public Health has issued a Temporary Targeted Health Officer Safer at Home Order advising individuals to stay at home, except to travel to and from essential businesses and activities. Community members are advised to stay at home as much as possible and to minimize mixing to reduce unnecessary exposure, while still being able to do important things such as going to the doctor, buying groceries, picking up take-out food, exercising, and worshiping outdoors.
While the LA County Health Officer Order permits grocery stores to post an employee at an entrance to monitor adherence to COVID-19 occupancy, it is not a requirement. The approved City of West Hollywood Urgency Ordinance establishes a requirement for a dedicated person posted at grocery store entrances to enforce COVID-19 public health requirements. The Urgency Ordinance does not apply to grocery stores whose principal business is to provide delivery services or curbside pickup and whose ancillary use is in-person shopping. In addition, the Urgency Ordinance excludes convenience stores (generally defined as retail stores of 3,500 square feet or less, which primarily carry prepackaged food and beverage products) where a cashier or register is within close proximity to the front entrance allowing an employee the ability to control that entrance. Grocery and convenience stores exempt from the Urgency Ordinance must still comply with the LA County Health Officer Order.

The City of West Hollywood has declared a local emergency in response to the coronavirus (COVID-19) outbreak. Individuals are advised, at this time, to stay at home as much as possible and limit close interactions to those in your household. When in public for essential needs, community members should maintain your space with social (physical) distancing of at least six feet, and cover your face. Public Health officials recommend that everyone continue to follow physical distancing and infection control directives and wear a clean face covering that securely covers both your nose and mouth when in in public. Additionally, people 65 years old or older and all people of any age with underlying health conditions should remain at home whenever possible; people in these categories should only leave their residences to seek medical care, exercise, or obtain food or other necessities.
West Hollywood City Hall is currently closed to the public and has suspended all in-person transactions. Most public City buildings and facilities remain closed. City Hall remains accessible for business and essential services with transactions to be conducted by phone (323) 848-6400 and via the City's website at www.weho.org.
